What each UAE residence and business route is for

This guide helps you decide which applications to investigate before buying a licence or paying a relocation agent. It is not an eligibility ruling.

Start with three separate questions: what lets you reside, what lets you do your particular work, and who is taxable on the income.

A residence card does not answer all three.

A company licence is not a promise of a bank account, and a Golden Visa is neither permanent residence nor a tax exemption.

If you keep a genuine overseas employment contract, investigate the virtual-work residence route before incorporating a company.

If clients hire you personally, compare an appropriate freelance permission with the self-employment Green route.

If contracts, staff or liability require a company, compare licensed business options.

If you already have qualifying assets, an investor residence route may reduce dependence on employer sponsorship.

These are starting points, not interchangeable products. Your activity, nationality, application emirate and documents can alter what is available.

Ask the issuing authority what is permitted before treating an advertised package as a complete solution.

Do not assume every visa or bank application needs the same attestations.

Educational triage only. It does not approve a visa, work permit or tax treatment.
Residence, work permission and tax must be tested separately
RouteWho should investigate itEvidence and cost questionsWhat it does not settle
Virtual-work residenceForeign-company remote employeesGDRFA lists remote-work evidence, a USD 3,500 monthly salary certificate, insurance, medical fitness and ID requirements. One-year renewable residence.Employer approval, home-country tax and company/payroll exposure still need review.
Freelance permission / Green residenceIndependent workers with a permitted activityGreen self-employment requires MOHRE permission, educational qualifications and the income/solvency test. A freelance package is not automatically a five-year Green Visa. The business turnover test and client/activity permissions.
Free-zone companyWorkers whose contracts and operations genuinely need a legal entityQuote licence, visa allocation, premises, immigration, compliance and renewals separately. There is no universal setup tariff.Free-zone incorporation alone does not give all consulting income a 0% rate.
Property-investor Golden VisaInvestors satisfying the relevant authority's conditionsDLD describes property worth at least AED 2,000,000 and a renewable ten-year permit. For financed property, obtain written confirmation of bank-letter and paid-amount requirements. Not permanent residence, work licensing, mortgage approval or a tax ruling.

The remote-work evidence and salary threshold above come from GDRFA: virtual-work residence.

  • Its listed residence charge is AED 200, with additional knowledge/innovation charges and other charges where applicable; this is not the complete cost of entry, medical testing, ID and insurance.

For Green self-employment, GDRFA lists MOHRE freelance permission and a bachelor’s degree or specialised diploma/equivalent.

It also lists annual self-employment income of at least AED 360,000 for the preceding two years, or financial solvency during the stay.

Verify the exact application evidence under GDRFA: self-employment Green residence.

Is Dubai really 0% tax for you?

For natural-person corporate-tax purposes, wages, qualifying personal investment income and qualifying real-estate investment income are excluded.

The definitions matter: a licensed or commercially operated activity can have a different result.

Your former country may still tax you, and receiving money from overseas does not establish its source.

A natural person conducting a UAE business enters the corporate-tax scope when aggregate business turnover exceeds AED 1,000,000 in a calendar year.

This is turnover, not profit.

Once within scope, it is not a 9% levy only on revenue above AED 1,000,000: taxable income, deductions, applicable rates and any valid relief determine the calculation.

See FTA: corporate tax for natural persons.

Do not confuse the three different thresholds
FigureWhat it testsWhat to check next

AED 375,000 taxable incomeUnder the ordinary regime, 0% up to this amount and 9% on taxable income above itTaxable profit is not necessarily accounting profit. Special free-zone rules differ.

Small Business Relief must be elected by an eligible resident taxable person.

Revenue must not exceed AED 3,000,000 in the relevant and previous applicable tax periods.

Ministerial Decision 131/2026 extends the window to tax periods beginning on or after 1 June 2023 and ending on or before 31 December 2029.

Qualifying Free Zone Persons and specified multinational groups cannot use it. The extension does not remove the eligibility and election conditions.

A non-qualifying free-zone business may fall within the ordinary regime and, if eligible, consider relief.

A Qualifying Free Zone Person has a different regime: 0% is conditional on qualifying income and other requirements, not merely the address on a licence.

An adviser should examine the actual customers, services and business substance. FTA: Free Zone Persons guide announcement.

Why visa approval does not settle business tax

Household example: a USD 140,000 remote worker

This is an illustrative household, not a resident testimonial. Maya earns USD 140,000 a year as an employee of a foreign software company.

At an illustrative USD/AED rate of 3.6725, gross annual pay is AED 514,150, or AED 42,845.83 a month.

That is gross salary, not confirmed take-home pay after home-country deductions or benefits.

  • She first asks HR for written overseas-work approval and a payroll, social-security and employer-tax review. She then checks virtual-work eligibility and the insurance/document list.

The AED 1,000,000 business-turnover boundary does not turn her employment salary into freelance business income.

Relevant business turnover would be AED 514,150, below that boundary, assuming no other relevant business turnover.

She still needs the right activity permission and a home-country review.

If clients instead contract with a company she owns, the company has its own analysis; the natural-person threshold is not a corporate exemption.

For a couple or family, add dependent residence, health cover, school commitments and a return-home reserve before deciding a company is worthwhile.

A cheaper licence does not compensate for the wrong work permission.

Traps to avoid

  • Buying a company purely because someone says “Dubai is tax-free.” Ask who earns the income, under which licence and which tax regime.
  • Equating a freelance permit with Green residence. They are different permissions with separate eligibility tests.
  • Calling a ten-year visa permanent or assuming any AED 2,000,000 mortgaged property automatically qualifies.
  • Ignoring bookkeeping because Small Business Relief could reduce tax payable.
  • Treating a company's revenue as personal wages or assuming foreign clients mean the work occurs outside the UAE.
  • Using yesterday's quoted package fee as a current government tariff.
At a glanceThree separate questions, one move

A visa, a tax position and a work arrangement need their own checks.

  1. 1
Can you live and work there?

Check the route for the work you will actually do.

  2. 2
    Where will you owe tax?

Map your days, income types and continuing home-country ties.

  3. 3
    Who handles the paperwork?

Confirm payroll, contributions, filings and deadlines before committing.

How to choose permission, registration and documents

What a complete setup quote should include

Request two written quotes for the same activity and number of visas.

A low licence headline can omit the immigration establishment file, premises, medical tests, Emirates ID, status change, insurance, accounting and renewal charges.

Compare first-year cash and recurring annual cash separately.

Use the quote worksheet below rather than a purported statutory AED 19,000–24,000 total. Some packages bundle items; others do not.

You should not count a bundled visa fee twice or assume all emirates require the same registration services.

Keep the existing job or client contract until the relevant authority confirms the proposed arrangement.

Incorporating first and hoping the bank or visa officer accepts it later reverses the sensible order.

Rules & evidence

Reviewed October 2026 against the official pages linked here. Immigration eligibility and bank acceptance remain individual decisions.

Thresholds are not approval promises, and tax relief can expire.

A visa route and a business form are not like-for-like legal structures.

Practical checklist

  • Write down who signs the income contract: you personally, your employer or a separate company.
  • Confirm the activity and residence permissions with the issuing authority.
  • Collect contracts, income evidence, insurance, identity papers and any required qualifications.
  • Compare two itemized first-year and renewal quotes, including dependents and cancellation.
  • Separate wages, qualifying investment income and business turnover in your records.
  • Ask whether corporate-tax registration, an election, VAT or employer duties apply.
  • Prepare a budget without Small Business Relief as a fallback. Under current rules, eligible tax periods must end on or before 31 December 2029. Relief still requires revenue no higher than AED 3,000,000 in the relevant and previous tax periods, the election, and the other eligibility conditions.

When to hire an adviser

Get independent advice before restructuring a company, changing employment to consulting or relying on free-zone qualifying income.

Review family members separately where their residence or tax facts differ. Tax and immigration may require different professionals.

Ask for a written explanation of assumptions, registration deadlines, annual costs and what happens if the move ends early.

The useful question is not “Which visa is cheapest?” It is “Which permitted arrangement fits my actual contracts, and what obligations follow?”
